LEAD - LJK Economic Growth & Development Dialogue, is a development think-tank working towards inclusive economic growth and development in the Union Territories of Ladakh and Jammu & Kashmir. Established in 2019, following the reorganization of the UTs, LEAD began as a platform to promote business investments in the region. Over time, it expanded its vision to address broader economic growth and development challenges, fostering an ecosystem that encourages entrepreneurship, innovation, and community-led progress.
We believe that development is a collective process that thrives on collaboration, trust, and inclusivity and that true progress is achieved when society as a whole takes ownership of its transformation, generating solutions that are rooted in local context, yet globally inspired. LEAD serves as a dynamic forum for constructive dialogue, bringing together policymakers, entrepreneurs, industry experts, and community leaders to drive impactful change. By bridging gaps, mobilizing resources, and creating sustainable opportunities, LEAD is shaping the future of Ladakh, Jammu & Kashmir.

LEAD operates through its 11 sector teams, each focusing on a specific area of development within the Union Territories of Ladakh, Jammu & Kashmir. These sectors are:
Agriculture in the region thrives on diverse terrain, including fertile valleys and high-altitude plateaus. Key crops like rice, wheat, saffron, and apples are cultivated, contributing significantly to the region's economy.
Tourism in LJK thrives on its stunning landscapes, including the majestic Himalayas, serene lakes, Snow-capped Mountains and verdant valleys. Popular destinations attract visitors for pilgrimages, adventure sports, trekking, leisure and cultural experiences.
Handlooms and handicrafts hold deep cultural significance, representing centuries-old traditions and skilled craftsmanship. The region is renowned for exquisite Pashmina shawls, intricate carpets, fine papier-mache work, and delicate walnut wood carvings.
The Education sector is undergoing transformational changes, with efforts to improve access and quality at all levels. New initiatives now focus on enhancing infrastructure, teacher training, and curriculum development. Institutions like the IIM Jammu, IIT Jammu, Agriculture Universities and University of Ladakh play pivotal roles in higher education.
Efforts in Health Sector are underway to improve healthcare access, enhance medical facilities, and address issues like maternal and child health. Government initiatives and Private investments are contributing to healthcare advancements in the region.
The real estate and housing sector has witnessed significant developments in recent years. Infrastructure projects, including highways and improved connectivity, have spurred urbanization and increased demand for residential and commercial properties. The government's initiatives to promote affordable housing and streamline land acquisition processes have further boosted the sector.
Manufacturing in Jammu & Kashmir encompasses various sectors such as Pharmaceuticals, Chemical Industry, Heavy Machines, Electronics, food processing, textiles, and handicrafts etc.
Power generation in LJK is significant due to the region's abundant natural resources. Ladakh primarily relies on renewable energy sources like solar and wind power and J&K harnesses hydroelectric power extensively, with numerous dams and power projects utilizing the region's plentiful water resources.
The IT sector in Jammu & Kashmir has seen growing investments and initiatives aimed at promoting digital infrastructure and skill development. Efforts include setting up IT parks, providing incentives for IT companies, and launching training programs to nurture local talent.
The Cooperatives sector plays a vital role in socio-economic development, particularly in rural areas. Cooperative societies engage in various sectors such as agriculture, dairy, handloom, handicrafts, and credit. They empower farmers, artisans, and small businesses by providing access to resources, markets, and credit facilities.
